HCC names six interims to permanent administrative positions

Houston Community College (HCC) Chancellor Margaret Ford Fisher, Ed.D., has named six administrators to key positions in the 85,000-student institution.

All but one, are long-time employees previously serving interim roles in new positions. Made permanent in their new roles are Dr. Norma Perez, Senior Vice Chancellor of Instruction & Student Services & Chief Academic Officer; Dr. Jerome Drain, President of HCC Online College & COE Academics; Dr. Lutricia Harrison, President of Coleman College & COE Health Sciences; Dr. Edmund Herod, President, Central College & COE Consumer Arts & Sciences, Architectural Design & Construction; Dr. Michael Webster, President of Southwest College, COE Digital and Information Technology; and Dr. Jackquline Swindle, Associate Vice Chancellor & Chief of Strategic Partnerships.

“These roles are most essential in working collaboratively with local community leaders and business and industry partners as HCC advances its mission throughout the community at-large,” Dr. Ford Fisher said. “Establishing permanent, stable and effective leadership across our campuses was a driving force in the decision.”

Dr. Norma Perez has been a member of the Houston Community College (HCC) team for more than 35 years and has served in several leadership positions including those in the areas of student services and instruction. 

Dr. Jerome Drain began his journey with HCC in 2014 as Dean of Academic Development at Northwest College. Since then, he has served in various leadership roles with his most recent assignment as Associate Vice Chancellor of Academic Instruction. 

Dr. Lutricia Harrison, a recent addition to the college brings a wealth of experience and expertise as a seasoned educator, healthcare provider, and entrepreneur spanning more than 29 years in healthcare and education. She had served  as president of Coleman College in an interim capacity.

Dr. Edmund Herod joined HCC in 1985 as the college’s first Executive Dean for Instruction and Student Services. He later served as Interim President of HCC’s Northwest College. Before rejoining HCC ins 2023, Dr. Herod was the Founding Assistant Vice President of the Diplomacy Institute for the University of Houston-Clear Lake. 

Dr. Michael Webster brings more than 15 years of workforce and education experience from his positions at the Greater Houston Partnership, Houston Independent School District, and the Gulf Coast Workforce Board.

Dr. Jackquline Swindle has been with HCC 17 years and has served in various roles during her tenure. She has more than 39 years of experience in the fields of business, operations and facilities.
